New Jersey has been the gold standard of legal sports betting in America since the Supreme Court struck down PASPA back in 2018. But right now, the Garden State’s gambling landscape is going through some serious turbulence. Between a proposed World Cup betting tax that could hit your wallet directly, new responsible gambling bills moving through the legislature, and a massive jackpot win that’s making headlines, there’s a lot for NJ bettors to digest this week.

We broke it all down so you don’t have to wade through boring legislative text.

The World Cup Betting Surcharge: What AB 4838 Actually Says

Here’s the headline that’s got every NJ sports bettor buzzing. Assembly Bill 4838, introduced by New Jersey lawmakers, would slap a 10% temporary surcharge on all online sports betting revenue tied to 2026 FIFA World Cup matches.

According to Covers.com’s industry reporting, this surcharge would be imposed by the New Jersey Division of Gaming Enforcement on top of the state’s existing 19.75% tax on online sports betting revenue. SBC Americas confirmed the bill’s details — the surcharge applies specifically to World Cup wagers and would expire after July 20, 2026.

The money would go toward covering the state’s hosting costs. New Jersey’s MetLife Stadium in East Rutherford is hosting multiple World Cup matches this summer, and somebody’s got to pay for the security, infrastructure, and logistics.

Sports Betting Dime reported that Assemblyman Venezia is the driving force behind the bill. His argument? Sports bettors are going to be betting on the World Cup anyway, so why not use that revenue to fund the event itself?

What this means for you: If AB 4838 passes, sportsbooks operating in New Jersey — FanDuel, DraftKings, BetMGM, Caesars — will likely pass some of those costs onto bettors through worse odds on World Cup markets. The surcharge targets operators, not individual bettors directly, but we all know how that trickles down.

There’s also a proposed 2.5% hotel surcharge in the Meadowlands district, because apparently New Jersey wants to tax everything that moves during the World Cup.

Responsible Gambling Reform: NJ Gets Serious

While the World Cup tax grabs headlines, there’s a quieter but arguably more important bill moving through the state legislature. Assembly Bill A4003 focuses on responsible gambling protections, and it’s gaining real momentum.

According to Action Network’s reporting, the bill would ban sportsbooks from sending promotional marketing to customers who have shown signs of problem gambling behavior. Covers.com confirmed that NJ’s Assembly committee approved a companion bill that would also require sportsbooks to tell customers why they’re being restricted from certain betting markets.

This is huge. Right now, if Bovada or any operator limits your account, they don’t owe you an explanation. New Jersey wants to change that.

PlayNJ reported that two separate consumer protection bills are advancing simultaneously in the Assembly, creating what could be the strongest package of bettor protections in the country.

For the responsible bettor, this is a win. For the degen crowd, just know that NJ is trying to look out for you even when you don’t want them to.

Hard Rock Bet Jackpot: NJ Player Wins Big

In the “good news for Garden State gamblers” department, Action Network reported that a New Jersey player won the first-ever Hard Rock Bet Mega Jackpot. Details on the exact amount are still emerging, but Hard Rock Bet’s mega jackpot pool has been building for months since the platform launched in New Jersey.

This is a nice reminder that while the legislative side of NJ gambling can feel like a headache, people are still hitting life-changing wins on platforms operating legally in the state. NJ Attorney General Takes on Prediction Markets

Here’s a story that’s flying under the radar but matters enormously. The New Jersey Office of Attorney General announced in May that AG Davenport is leading a coalition of state attorneys general urging the CFTC to recognize state authority over sports-related prediction markets.

This is directly tied to the Kalshi and Polymarket explosion we’ve been covering at DailyWagerZone. Polymarket just removed its waitlist for U.S. users this week, and New Jersey’s AG is essentially saying: “Hold on, states should have a say in regulating these platforms.”

If you’ve been following our prediction market coverage, you know this is a fast-moving space. New Jersey positioning itself as a regulatory leader here could shape how prediction markets operate nationwide.

What’s Next for New Jersey Bettors

The World Cup kicks off June 11, 2026, so the AB 4838 surcharge bill is on a tight timeline. If it passes, expect to see slightly worse World Cup odds at New Jersey sportsbooks compared to neighboring states like Pennsylvania.

The responsible gambling bills have broader support and are more likely to pass in some form. Whether operators comply gracefully or fight it in court remains to be seen.

For now, New Jersey remains one of the best states in America for legal sports betting. The market is mature, competition keeps odds sharp, and the regulatory framework — while imperfect — generally protects bettors.

If you’re betting in New Jersey, make sure you’re shopping lines across multiple books. Check our latest gambling news for updates on these bills as they move through the legislature, and read up on state-by-state betting news to see how NJ compares to other markets.
